By a nice coincidence, it’s census month in the United States. Many an advertisement is urging us to make sure we fill in forms; even the announcements in church repeat the exhortation, and the government hires hundreds of people to go around to the homes of the one-third of the population who don’t return their forms. “We can’t move forward until you give your answers back,” says the census motto. The census will decide how many seats a state has in the House of Representatives. It will provide a basis for deciding on expenditure on services and infrastructure.
