In this first week after South Sudan declared its independence, the president of northern Sudan has spoken before the national assembly as his reduced country starts a new phase of its life. He has described it as the “second republic” that will affirm the rule of law, the extension of justice, the guarantee of the rights of citizens, integrity in public spending, and accountability. A professor at Khartoum University has pooh-poohed the speech as mere tactics designed to get people to believe that things are going to change so that the administration will not be vulnerable to the revolutionary spirit that has gripped Tunisia and Egypt. He spoke bravely, for if he was right and if there is any truth in the International Criminal Court’s accusations, someone speaking out in this way is vulnerable to the administration.
